Developed unified frameworks and sequencing engines for cost-effective Adaptive/Intelligent Instruction. Contributed in the Systematic Instructional Design with the following cross-consistent innovations:

Developed 50+ interactive eLearning courses in different domains using a variety of different learning strategies and technologies, authoring tools and programming languages. Keep working on developing eLearning technology standards IEEE, ADL SCORM, LETSI, and Medbiquitous.

Conducted analysis of healthcare organizational, professional and learning activities and provided guidance of his team members. In cooperation with software engineers and subject matter experts developed: (1) the innovative Tool for systematic analysis of organizational and professional activities, and revealing required professional competencies; (2) Curriculum Design Tool for specifying competence-based learning objectives, collecting related learning activities, resources and assessments; (3) Integrated Tools to support systematic analysis, specification, planning and optimization of a complex mix of organizational, professional and learning activities to better achieve learning objectives, professional competencies and organizational goals. Developed and presented his conception of competence-based Learning Management Systems, Intelligent Learning Management System and Competence Management Systems.

Currently participates in “Learning Orchestration” working group of the international federation “Learning-Education-Training Systems Interoperability” (LETSI) Federation dedicated to improving individual and organizational learning and performance. Proposed a number of essential improvements of existing learning technology standard SCORM in his 2 white papers“ Content Aggregation Model and Recursive Manifest for SCORM 2.0”, “Competence Portability: Constructive Models”, several PP presentations and multiple posts. Currently participates in “Competence” working group at the international Medbiqutous Consortium. Proposed his Patient, Doctor, Learner, and Instructor modeling frameworks including competence representations. All his materials are published at Medbiqutous website.

Accomplishments:
As a co-Principal Investigator of “Achieving Competence Today” project prepared a conceptual part of corresponding winning proposal. Proposed his unified frameworks for a job/task analysis and revealing required competencies, for competence-oriented organization of curriculum, easy authoring, content quality evaluation and debugging. In cooperation with software engineers and subject mater experts developed, tested and debugged a first-in-the-class Competence-Based Curriculum Design Tool. Conducted analysis and provided guidance and leadership in the analysis of organizational and professional activities, competencies, design and development of curriculum for physicians and nurses.

As an Instructional Designer designed and developed uniform courseware frameworks and templates for rapid design of online courses using Dreamweaver, UVA proprietary Learning Management System and SCORM-conformant Reload tools. In collaboration with faculty developed 8 elearning courses in Practice of Medicine, which now are used by thousands of students worldwide. Tested, reviewed and evaluated multiple elearning courses developed by faculty members. Kept abreast, conducted analysis and recommended emerging educational technologies (Including LMS: Blackboard, Sakai, Moodle), provided instructional support for subject matter experts, taught faculty on new educational technologies.

Participated in learning technology standard SCORM development. Found about 40 SCORM issues and on the last ADL Summit 2007 made a panel presentation on how to fix the issues by refining a SCORM.

As a member of Competence working group of Medbiquitous Consortium worked on Medical Education Technology Standards. Proposed his unified frameworks for XML modeling of competencies in Healthcare industry.

Responsibilities: Research in the field of Dynamic Adaptive Sequencing and Navigation of learning activities, resources and assesssments. Extension of Learning Technology Standards, SCORM particularly, for adaptive sequencing/navigation of learning resources and assessments.

Accomplishments: Developed "Unified Generator of Intelligent Tutoring" for rapid design and the most effective dynamic adaptive sequencing/navigation of learning activities and assessments. Applied for corresponding US patent. Developed a number of the patent extensions and new applications. Presented his new results on "Training for Tomorrow: Intelligent, Adaptive, Collaborative" NASA conference, Houston TX, 2004.

Worked on extension of Learning Technology Standards, SCORM particularly, for intelligent sequencing of learning resources.

Responsibilities:
Research and development in the field of innovative instructional systems design under contracts with US NAVY and TEDCO. Led developing of Intelligent Tutoring Systems.

Accomplishments:
Developed an Intelligent Tutoring Suite (ITS) including a generic framework, authoring tool and Intelligent Tutoring Engine for easy design and delivery of cost-effective dynamically adaptive CBT in different domains. In cooperation with a software engineers realized three different versions of this suite each based upon latest available technologies. Personally analyzed complex technical information from NAVY and transformed it into effective learning content. Managed the content developing, programming and testing works. Personally developed 25 units of "Maintenance & Troubleshooting" course for US NAVY as well as a number of demo courses for potential customers implementing interactive multimedia, HTML and VR content.

With software engineers developed and tested the Task Analysis and Visualization Tool "TAViT" for NAWCE to support easy analysis and specification of complex organizational and professional tasks. Implemented TAViT for the pilot mission analysis to perform pre-authoring stages of instructional system design.

1990 - 1997     Principal Scientist, Moscow Engineering & Physics Institute Moscow, Russia.
Responsibilities: Management, research, analysis, design, development, testing, implementation and evaluation of adaptive CBT for Nuclear Power Plant personnel training.

Accomplishments: Built relationship and consulted customers, elicited requirements, collaboratively designed systems concepts. Developed, tested and debugged learner models, mathematical methods, algorithms, and software prototypes of a generic framework, engine and tool for systematical analysis, rapid design, release and playback of dynamically adaptive CBTs. Managing programmer groups developed the software package "Intelligent Tutor" that has been used for dynamic adaptive CBT design in variety of technical domains, presented on many conferences and exhibitions.

Led Subject Mater Experts in systematic analysis of organizational and professional activities. Managed production of instructional materials and assessments by instructional and graphic designers. Developed, tested, debugged and evaluated 5 full-scale courses for nuclear power plant personnel in Russia and Ukraine.

Served as a Principle Investigator in the project “Enhancing Intelligent Tutoring with Psychological Support” creating recommendations for further improvement of Intelligent Tutors for NPP personnel training.

Worked in IEEE Learning Standard Committee developing e-learning standards. Was a member of the working group for development of "Standard for Learning Object Metadata" and an active member of Standard Dictionary Group.

1983 - 1990     Senior Research Scientist, Scientific-Technical Center for Systems Modeling, Moscow, Russia.
Responsibilities: Research and Development in the field of mathematical modeling man-machine systems and their human components for implementation in aeronautical training simulators.

Accomplishments: Developed, tested and debugged simulator-based systems for human-operator's performance, knowledge, and skills assessment, for dynamic adaptive diagnosing, and remediation of operator fault root causes.
Served as a Principle Investigator in the project “Intel-Tutor” creating, testing and debugging the computer-based Authoring Tool for high school teachers and computer-based Intelligent Tutoring Systems for high school students. Taught and trained the teachers to author Intelligent Tutoring Systems.
